It should be understood that generally speaking, the subject of the entire Uttaratantra-shastra is none other than refuge. The first three comprise an exposition of the Three Jewels, the remaining four correspond to the four chapters mentioned here: Buddha-nature, enlightenment, enlightened qualities, and enlightened activities. Causal refuge is not ultimate precisely because it is unable to protect one from all the fears and dangers of existence and peace.
