The first two wheels are accepted as provisional, and the last is accepted as definitive. The reason for this is that the distinctions among the three wheels are posited based on the subject matter. In terms of the subject matter—by way of mainly teaching selflessness—the first wheel teaches merely the selflessness of persons, while phenomena’s true existence is not negated. The middle wheel teaches the selflessness of phenomena through negating the true existence of all phenomena without a clear differentiation. The last wheel teaches the three natures according to Mind-Only and the selflessness of phenomena, through differentiating clearly between what is truly existent and what is not. From among the three cycles teaching selflessness, they accept that the explicit teaching of the first and second wheel is provisional in meaning because it is not suitable to be accepted literally.
