The root downfall of taking the property of the Three Jewels is subsumed within the first root downfall. Such instances of these two downfalls are not redundant. This is because these two are taking what was not given, while here, it is taking what was given. Also, the first root downfall is stealing something yourself or bringing another to steal. Here, causing a fine to be imposed for virtuous practice is the root downfall of stealing or causing to steal. So these are not the same.
