This means that ordinary beings are attached to the self; they are not led by another power, like Īśvara. Through a craving that wishes to achieve happiness and remove suffering, they take up a decadent place, like a womb. A distorted mind (apprehending suffering as happiness) and the binds of craving (wishing to achieve happiness) are causes of birth as an ordinary being in cyclic existence. Those who do not crave anything, the Arhats, will not be born. There is a lot more in this text that describes the faults of craving. Also, the Fundamental Verses of the Middle Way says:
