This means that if there were arising without cause, there would be no way to determine anything to arise in this or that time or place because there would be no determining that this effect arises from this cause and not that one. It would follow that in all places and in all times any effect could arise from any cause, regardless of whether or not it was or was not its cause or effect. Also, there would be the problem that all the efforts of the world, such as planting seeds for producing crops, would be pointless. Thus, this reveals two problems: that it would conflict with reason and that it would conflict with what is seen. The Four Hundred Verses also says:
