It is possible that one may have enlightenment thought without having received the vow. An example is a person in whom wishing enlightenment thought has arisen, but this thought has not been developed through ritual and is not associated with conduct. However, it is not possible for one to have the vow without having enlightenment thought because all Mahayana vows must be associated with or sealed by enlightenment thought.
